A Zoning Review Committee was appointed in September 2015 to review Chapter 50 related to Zoning in the City of Castle Hills Code of Ordinances. The Committee reviewed the complete Zoning Ordinance of the City and had meetings in most months from September 2015 through May, 2016. The Committee was charged with not only a review of the entire Zoning Ordinance but also with the task of considering several areas specifically identified by the then City Manager including solar energy facilities, mixed use zoning, planned unit developments, and home occupations. That work was completed in June 2016 when the proposed revisions recommended by the Zoning Review Committee were presented to the then City Manager. Since then, the previous and current Zoning Commissions have made additional amendments. Staff has continued to work with our zoning commissions to capture and incorporate the recommended amendments.

The last two Zoning Commissions have done a considerable amount of work which includes updates to home occupation and an extensive amount of research on what other cities have done to allow and regulate to short-term rentals. The current zoning commission recommended moving forward with new provisions in Chapter 50 to allow short-term rentals in the City.
The short-term rental language is in sections 50-516 through 50-524 of the proposed amendments to the Zoning Ordinance. The short-term rental provisions include the need for permits through an application and a fee under section 50-519 to cover administrative costs.
